Strange thing is, Jagex knows they have few active members, so why make the threshold so high?

People on the Official RS forums are saying they make it out of thin air, we all know that's impossible.

Currently there are 17k players on EOC, 10k on 07.
In the past 10 hours 14k have gotten off EOC and 3k off 07.
For every 4.6 players that logged off of EOC, 1 logged off of 07.
