'Yes' is slowly moving up, but it will still take more than 50k total votes for 'Yes' to have a chance. Strange thing is, Jagex knows they have few active members, so why make the threshold so high?
Based on the current stats, at least a total of 52,448 people must vote for yes to equal 75%. 31,292 more Yes votes are required to make Yes 75% and No 25%, assuming No doesn't gain anymore votes.
