I don't do quests. Why? Because they're a waste of time. They can take hours, they're typically lacking any sort of storyline and/or depth, the rewards are almost always something like "500 thieving experience" and they very rarely require any thinking.
What would I like to see in a quest?
Mourning's End Part 2 is a prime example. It's got one of the hardest puzzles in the game, it's continuing a great storyline and aside from the ridiculously annoying agility obstacles, it's one of those quests you can actually feel good about completing. Who's going to bother with Zogre Flesh Eaters if they're looking for a challenge? No-one.
Mourning's End part 2 is, imo, the ONLY quest which should be classed as master. It is quite obviously in a different league to the others and i'd love to see more like it.
On a seperate note, maybe we're not getting MEP3 because no-one in development can come up with any ideas. The elven storyline is obviously one of the ones more emotionally attached to the creators and so they don't want to ruin it with crap like;
"THE ZMI IS IN PRIFFDINAS CONTROLLIN TEH ELVES WIV MIND R00NS L0L. DO A JIGSAW PUZZEL AND KILL A LV40 DEMONIC WURM TO STOP THEM!@!@"
actually, without zogre flesh eaters, completeing the chompy hunting ranged-subquest would be even more annoying because you can't make brutal arrows.you'd have to kill thousands of wolves just for the arrowtips. so zogreflesh eaters is actually a worthwile quest.
also, i'd say desert treasure, legends, monkey madness, rfd, and regicide all deserve the master quest title. just mournings end part 2 is the hardest quest in the game is all.
