What is the best barrows weapon to use without the full set?

Agreed. Use a whip, use a dragon scim, use something that doesn't totally blow if you can't afford a full set. Even with a full set, most aren't good for training.
if i had to pick something i would go with the flail acutlly the flail is very good at waterfiends for the record without wearing veracs
