yea those are the wanted posters for surok's alias from wgs. during the quest if u looked at them it said it described him, afterwards it's just generic person it says.
This is sort of off topic but Tehnoobshow used them for the Runescape Gods Exposed machinima. I remember examining that while doing WGS and it described Surok's.
