who do i have to talk to at the end to go here?

I'm pretty sure that goes near Castle Wars, and you've got to 'fix' the runway first with gems. You either need to do it for part of some quest, or maybe you can just show up. Just follow the map
when you are near Castle Wars, and you can try to see if you can fix the runway now. I think you need ruby, diamond, emerald, and sapphire, maybe two or so of each.
i already did that in one small favour...
i think u need to go to the grand tree first then use the glider to go there

Don't overthink things. You can only go to the Grand Tree from Al-Kharid, THEN you can root off to the other stations.
