It's called Manage Thy Kingdom, a mini-game (sorta) that you can do after Throne of Miscellania. Put cash in the "coffers" and let your subjects work for you =D
It's kinda hard to explain. Try looking for a guide on a fansite. They explain it pretty well. :) if not just message meh
