In my opinion Frost Dragons, since you wouldn't have to keep going back to the bank after you have a full inventory of bones.

Indeed. I find any higher level slayer task a great opportunity to use these. You can stay at the task much longer.

If you don't have a yak, then definitely slayer tasks. If you do, I'd say Frosts as using a yak there leads you to running out of Summ spec energy too often.
