I, personally, think this is the best of all the formulas. Whether or not you agree, HP and Prayer do play a role in the combat system. If Summoning counts, so should they.
HP should always be a factor, afterall, if you don't have it you don't survive long. I don't know that I agree with going to a modified 138, but it's still better than 200.
