I put together a good one last year for ~$630 including LCD. Never played those two games but it runs some others well. I doubt you'll find any decent prefabs for even $700. Can you DIY?
From my experience, Vista needs 1gb of RAM, 7 needs 2, and I haven't used Win8 yet but I assume it needs 3-4. You'll need more than that of course for gaming. I wouldn't do any less than 8gb on Win7.
