Smart merchanting could've easily done that. I have a friend who could've looked like that.
A few lucky clues also. lvl 72 would've been fairly easy to do a few clues.
Could also be a GF.
The boots and hat is like 6m+ and killing guards? I mean maybe they are getting lvl 2s still sketchy.
Not to be the antagonist here but she could easily be legit or transfer. Merching and lvl 1 clues could account for alot.
