The point is not so players dont hoard them in their banks, moving the hoarding to a POH is just hoarding them their, jagex dont want them to be hoarded at all, they want effigys to be a little bonus.

to your training, they dont want them to be the sole of your training, rc and agility are a good example of this and *there* lol, from above

Players would rather not hoard them at all. Since they are only allowed 5 at a time, players are being forced to get assists when they don't want to.

You have the option to hold on to 5 untill you have the level if you want :P
