Very few people have saved a loadout on the equipment calc. They only show up under popular if people other than the owner have viewed them from being linked to it.
Under the save dialog, maybe you hit "Save as new loadout" instead of "save changes"? You can delete the duplicate by hitting the red square that appears on mouseover.
I changed it to show some no matter what. It shows the ones with the most views in the past week, but since none had any views in the past week... none were showing.
