Maybe I'm missing something, but there is no scrolling ability when I play RS, so now I cant really play with about 1/5 of my screed hidden.....

I think the scrolling ability went away with the changes.

It's a known issue according to the tech section of the forums. My wife had issues with her netbook after the update.
