That's the impression I get based on their actions, but no. They've repeatedly said the F2P part is a standalone game, not a demo, and their vision is that it is to be played as such.
Ok? It's advertised as a FREE TO PLAY game, so they should pay attention to the FREE part of the game to. Also ^ I'd buy members, but with the problems I've been having it isn't even worth $5 to me.
