What would you suggest? We currently ban anyone attempting to encourage others to bot. Anyone that admits to botting in the past receive an official warning (max of 5).
People who admit to previous botting offences will only do so if they are leaving the game. They won't admit to it if they don't wish to receive a warning/ban. I think if anyone is found (continued)
botting they should be given 1 warning and then banned if they continue to bot/bot in future. I also think RsBandB's stance on botting should be made clear/emphasized. A no tolerance policy.
I think if they are found botting with solid evidence (there should be a guide on how to provide this solid evidence) they should be allowed to appeal and then banned if the appeal is bad.
Because some people don't think people need to flame someone who bots? It's not like I bot, I just think people make to big a deal about it. You can check my Runetrack and see I obviously do not bot.
As for banning if they continue or are expected we can't know for certain, that's why our current policy exists. We also can't ban for suspicion, that's something only Jagex can confirm.
What we don't want are people starting witch hunts against people who they suspect are botting. If you suspect them as botting report them to Jagex, they'll handle it.
