I think Xbladez was trying to help me with this. I found somebody else with the robes I was trying to find the name of. Ones in this picture are a different shade of blue but are the same type?

Those are one of the base clothings you can get from the person in varrock. Its what you wear if you do not have somehting equipped.

I think it's like ceremonial, or herbalist.
But go to the clothes shop next the to the general store in varrock to get your clothes changed.
