Combat level is 96, with 78 att, 81 str, 74 def, and 78 con.

Whip>Zgs 99% of time except if your in Saradomin Godwars, Get a neit, v skirt, torso, fury/glory, ring dependent on what your doing, regen brace/barrows gloves, dragon boots, firecape/skillcape/
I have all of those items, so I'll switch 'em out and give it a test run. Although, I really prefer the ZGS to the whip so far:P
