This is probably going to be another useless cape with no stat bonuses and it will only be worn for the first week after release then no one will care about it anymore.
Considering you supposedly need to have had an account for 5 years to get the cape, I agree, it will have no stat bonuses and will be purely for looks. (Despite how stupid it looks.)
