It's February. There are 28 days in a month when you're in February. I got 28 too.

Still don't see why it should be any different. Even if I bought membership on the 28th Feb, they would still only give me 28 days, but if I waited 1 more day, I would get 3 days more. Stupid imo.

I got a reply from Jagex. They confirmed in February you only get 28 days. Fair enough now I think about it. Ahh well.
