Only if you're technical enough to fix problems that arise. Despite what Ubuntu says Linux is not ready for normal users.

Depends what you do. For simple RS Linux is fine. If you want to run more intense windows client games I'd stick with Windows. Linux WINE wasn't the greatest when I tried it a few years ago.
