What is the highest combat level possible without getting a 99 in any combat skill? Take into account the passive exp you get in Constitution.

137.2 at all 98 (atk/str/def/hp/pray/summ)

Keeping hp at 98 is tough, but can be done for 98 melees with combat familiars, effigys, penguins, lamps etc.

(if you get 99hp it is 137.45)

Wow, I wasn't thinking about using combat familiars to avoid getting exp in hp. Nice.

You could also use Soul Wars and Pest Control to avoid HP experience.
