Is training slayer the best way to get my combat stats to 90? And, what should I range for 83-90 range? I don't have oodles of cash, so chinning is out.

It's a good balance of xp and profit. Plus it's a lot harder to get bored slaying.
yeah slayer is the way to go, and you can train range while you train slayer
If you have 55 slayer you should highly consider buying broad bolts, equal in power to runite bolts but way cheaper.

Also, which tasks should I range?

Pretty sure they're equal to addy. But, demons, spectres, etc. Most tasks can be ranged, you just have to accept slower xp.
yeah broads are equal to addy they are both +100 ranged strength
