Two of my startup programs require admin access when I boot it up so I changed to run as admin every time. Is there a way to disable UAC so I can do this to my mom's computer as well? She clicks 'no'.

If it's a Vista: Control Panel ->User Accounts and Family Safety -> User Accounts -> Turn User Account Control on or off. Mess around with that to see what you get.
Well then, I guess disabling UAC could be a good alternative. I'm pretty sure I know how I can safely avoid my computer being hijacked and the culprits messing around in the background. Thanks guys.
I find UAC annoying (not as much on 7 but still...), so I turn it off immediately after installing the OS. However if you're not sure about some of your actions, turn it on again ;).
If your mothers account is password protected you could also disable her password if you have your own account on the computer. by running: (Note: u must use run and not the W7 search) (...)
by running: "Control Userpasswords2" and that will give u access to reset ANY users password, change account type, view hidden users and add secure sign in. idk if thats what u meant but yeah
