Is that when you first log in? If so, that used to be a problem a couple of years ago where it could take up to 10 mins for private chat to become usable. I thought they fixed it though...
That never happens on my main (bonsai99) but that always happens on my pure (bonsai994)
For me it usually stays like that. Sometimes it'll go normal and then randomly change back to 'Loading'
Mines says that everytime I log in, switches to normal when I move my mouse over it though
