ok so i was suggested by x to do summoning since waterfiends may be a bit hard for me, so should i get torags or something for slayer? and is slay helmet worth it?

Bandos with dfs/3a for slayer. And no 15% attack and strength boost is not worth it. Ok so this is my question!!!! Do you ever use google?
Slayer helm is definitely worth it. Considering your low budget, I would use a fighter torso, torag's legs, d boots, a whip/dragon scimitar, rune defender, and a slayer mask(eventually helm).
at the very least.
rune and blackhide armor for melee and magic defense tasks.
then a black mask for the att & str boost while on task, least until u can make the slayer helm.
