What is this ghost I sometimes see south of Falador, is it for a quest or something?

The one noob wizard there "summons" different things, and that's one of them. He also "summons" some mushrooms, a zombie and something else.

According to Jagex its an easter egg. There's also one in shantay pass by the musician and in draynor also by the musician.
