Oh he's level 3! Took me a while. It sure is possible, there's plenty of level 3s with 99 slayer. I think they use soul wars or something :S. I'm not 100% but I know it's a minigame
I've heard of him, he's one of the best skill pures. His slayer is done with experience lamps/books and penguin points. He never did soul wars I heard.
