Of course it's going to be a money sink skill. That's all Jagex makes anymore. And it's not even like herblore where the money goes to other players. Jagex just puts all the money in a void.
If it's a money sink skill, which is frankly quite likely, you'd have to be pretty well off to get anywhere near being first. If you've got a spare 100M+ gp, go for it :)
Depends if you are willing to spend more hours/a day on rs than the other 50k people who prolly want to to (18 hours at least), have the money/items for it, etc etc.
