Speak to the Lady of the Lake, remember to bring 500 gp (She's so greedy :p)
I forget where she is, I have a clue, but I'm not certain.
She's just west of falador, at the middle area of that lake.

No problem, it has a great special if you need defense. Even better special when you have finished the Seers achievement diary :)
That's what I wanted it for, the special attack. :P
Using it for my fire giants task. 76 defence fails me.
