Have about 25 mil cash, debating on what Skill to train and I really want a 99, not something like Cooking and Fletching lol

You could try something like range or crafting although those are more like 40m
Try a gathering skill or a combat skill

most good money drain skill's are more then 25 mill cash to get, you should get a cash skill such as fishing, hunter, or woodcutting.
I agree hunter is a good skill to get 99 in because it's a free 99 range
