The ferocious ring is a non tradable ring that is dropped by monsters in kuradel's dungeon. It boosts every hit by 4 and also acts as a ring of life while in the dungeon.

So I wouldn't get one ranging the hellhounds in ardy? Just the ones in the 75 slayer dungeon?
You have to be in the dungeon to get the ring as a drop, so you won't be able to get one in Taverly :(
