Weird thing with me and monsters

Once your double lvl of a monster it will not attack you unless coded otherwise from jagex. Wildy, well everything attacks you out there. If you are lvl 3 and walking up to dark wizards for the first time outside of varrock, they will attack you. If you have been there for alil awhile and left the area for a short while, they stop attacking you.. plain and simple, it is the way it is.
