I got a royal dragon ceremonial hat. Only red reward I've ever gotten. why couldn't I get a divine??

I think recently I got a Rune 2H I've had no luck with the Squeel Wheel regardless of what others think
-Never got a Rare
-Never got a Extremely rare or whatever it's called
-Never got the horns/tattoo when they were made uncommon temporarily
-Never got one of those monkey hats (left me heart broken)
-Never got a fish mask when they were uncommon (so I bought mine -.-)
-Haven't gotten any ceremonial or Queen's guard stuff
