Do you want to tell me where you've heard this? Also, there are useful first tier perks in Black Ops, but no one ever wants to use them because Ghost leads to cheaper gameplay (Yes, I'm talking about Flak Jacket.) As for Stopping Power not being around, it wasn't in Black Ops and no one used it in MW2, so, it's not really anything to care about.

I've heard most of this from the call of duty youtube community. The information itself is either from anonymous sources (I only included what was confirmed), and Robert Bowling himself.

The fact that no one uses the other perks is the problem, no matter how useful they prove to be. There needs to be perks in the same tier as ghost that will make the majority of players debate over which to take.

Stopping power was a huge deal in Modern Warfare 2 and the previous games. For example, the ACR assault rifle from modern warfare 2, without stopping power it does 20 damage at long range and 30 damage normally, players have 100 health. This means that, without stopping power, the ACR is a 5 bullet kill at long range and a 4 bullet kill at normal range. Stopping power changes this, it becomes a 4 bullet kill at long range, and 3 bullet kill at normal range. This may seem like it doesn't make much of a difference. But when you are playing a game that is so connection-based, it can be the difference between you getting your predator missile or ending your killstreak. Stopping power also causes you to get more one-hit kills with snipers, and more one-burst kills with burst weapons. And A LOT of people chose stopping power over cold-blooded because of this.

We've also learned, unfortunately, that this latest Call of Duty still won't support dedicated servers, instead relying on the hosted servers found in previous iterations of the game. Dedicated servers were removed from the Modern Warfare games starting with Modern Warfare 2. (Modern Warfare 3 appears to be using DemonWare for player authentication, just like with Call of Duty: Black Ops.)

leaked information, not known yet.

ctivision was contacted prior to this story's publication and declined to comment. However, Robert Bowling, creative strategist at Infinity Ward, later tweeted about the story confirming that Tactical Nukes had been removed from the game and that the game will not have the stopping power perk

Im not sure why but on consoles generally everyone uses ghost so i find spy planes useless.

There is no nuke and stopping power in Black Ops. Corner-campers will always exist.

Poor little Activision is butthurt about that website. But really the CoD series is done. The past 3 games were copypasta with maybe a new gun and the old maps sold as DLC. That's not how you make a game. The only selling point now is the franchise name.
