The fact that no one uses the other perks is the problem, no matter how useful they prove to be. There needs to be perks in the same tier as ghost that will make the majority of players debate over which to take.
Stopping power was a huge deal in Modern Warfare 2 and the previous games. For example, the ACR assault rifle from modern warfare 2, without stopping power it does 20 damage at long range and 30 damage normally, players have 100 health. This means that, without stopping power, the ACR is a 5 bullet kill at long range and a 4 bullet kill at normal range. Stopping power changes this, it becomes a 4 bullet kill at long range, and 3 bullet kill at normal range. This may seem like it doesn't make much of a difference. But when you are playing a game that is so connection-based, it can be the difference between you getting your predator missile or ending your killstreak. Stopping power also causes you to get more one-hit kills with snipers, and more one-burst kills with burst weapons. And A LOT of people chose stopping power over cold-blooded because of this.
