I don't think the resolutions are about that on January 1 is the only time you should make resolutions. It's just that it's a pretty good time to reflect on your actions after a time period.. i.e. the past year. You should be constantly reflecting on yourself and be resolving things but you should probably also reflect after certain periods and end of gregorian calender months and end of gregorian calender years are pretty good periods... i.e. "Overall, how was I this month is there anything I should/could be doing differently in the future". It's a time to reflect to resolve the more subtle things that you may not have thought "**** why do i do this maybe I should change" about throughout the year... maybe things that are alone okay but added up to something big that you don't recognize until you do reflect.
Although I think people don't necessarily do that and just make some resolutions because they feel they have to that they don't really care about.. so never end up fulfilling and probably dont even make progress on.
May also be a good time to set some goals because you have a time period in which to accomplish them
