It does make sense. But most the time, punctuation makes the meaning more clear to me. Question marks are like saying "Is this the right thing to be saying?" I think periods are unnecessary in any type of chat since it is all informal. Periods are really only necessary for splitting up sentences. In a chat, you rarely need to do that unless you have a long comment.
