The mining guild is one, but my favorite is Under the Gnome Tree, that mining area, there is almost never anybody there and it has 4 mith rocks.

The haunted mine has lots as power crazy said but it's far away from a bank and should only be used if you're drop mining (which isn't great for mithril).
I'd just use the mining guild, you can even mine coal while you're waiting for the mithril to respawn.
