Does anyone know if this is normal, that there is a border on those icons. I looked at a lot of other people's desktop through google searches and found none like this.

Yes, I even tried changing the icon and that border stays there.

It's a brand new laptop, so that would **** me off if that was the problem. Do you think it has anything to do with the registry?

I don't know where you'd be looking in the registry to fix that, but have you upgraded to SP1?

I haven't updated to SP1. If I completely wipe my hard drive and reinstall everything using the recovery boot disks, will that restore everything to the original registry when I first bought it?

Yes, it will. If you were going to do that, you might as well install SP1 at the same time.

At any rate, that border only appears for me when I click on something, then click somewhere else on the screen (appears as the last selected item)

Yeah same here.

I think that it is a video issue, or some hidden settings.
But if it isnt to much of a bother, reinstall +SP1 for the hell of it.

I reinstalled Vista to the factory settings, which did eliminate the borders around those icons.
