I like the blue on the sides on the first one, but i also like the positioning of the text on the second one

They're both very good but I'd use the bottom one, because personally i don't like the quite bright blue/purple colour on the left and right side of the top one but thats just my opinion

Use the first one but before entering or whatever redo the text by incorporating the same layout as the second sig.

The second one is better, but I'm really not liking that border. Make it a simple border so that nothing distracts us from the entire background.

The first one. The second one is the same color throughout and that makes it boring to look at.
