In order to beat the competition, people making runes will give as much money as they can afford in order to get air runners to trade with them. As the prices raise, less people mine rune essence, as they have a new trade in which to make money. The price of rune essence will go up to about 40gp and everybody will go to the air alter to take more money from rich runecrafters (as runecrafting is a more popular skill).
With this new patch in place, runners are only able to get 3k every 15minutes (15 minute is enough time for 3-5 runs), and with people giving 1.5k per batch, runners will only be able to trade them twice every 15 minutes. Therefore, air rune makers will still get business, but everybody will have to drop how much they give away. Many air runners will switch back to rune essence mining, and will stabilize the price at what it should be... Air runes won't be ruined.
Laws, however, is another story. They're so expensive compared to air runes that one batch exceeds the 3k rule. Plus, noted essence is worth more than unoted (noted rune essence is 3gp more than unnoted). They'll probably have to do 15 laws per essence (perhaps even giving law rune makers a profit).
If you run your own nature runes, the nature rune trade will not change (unless the price of pure essence goes up).
I don't know if that made any sense... But the 3k rule doesn't affect me negatively really... Although, I am F2p...
EDIT: And btw, you cannot use the assist system, because one of the points of law running is that the runner gets their essence back... Too much possible scamming involved with that. Also, many people cannot go inside the law rune alter...
