Pretty sure it's illegal in the UK as well, not that I've ever seen it punished. I can understand it, does make the place look messy but as long as it washes off i don't see it being anymore punishable than making them clean it up.

Graffiti is illegal, but when a 6 yr old drawing a flower on the sidewalk with chalk?? I think that not right. Chalk washes away easily and it something that all kids that age do. Graffiti is most marks on the building walls, not on sidewalks and usually done with paint or spray paint. That does not wash off easily. That guy who said it was graffiti may not like kids very much if he "claimed" it was graffiti. You can't stop 6 yr old kids from drawing in the sidewalk with chalk across the country. Also graffiti is a form of vandalism that cost some amount of money to remove. Six yr olds also don't have the mind set to know what is right and wrong. People who spray graffiti on buildings are usually gangs and juvenile delinquents and they know what they are doing is wrong.

If you don't like it, and it's on your property, how hard is it to go out and spray it with the house? :? Or ask the child's parents to clean it?
If chalking sidewalks is illegal, please don't turn me in. I don't know why you would consider chalking sidewalks illegal, especially if it will be gone the next time it rains. Well if it's inappropriate content your chalking, I can see why, but a flower? :?

It's just art, as long as it will come off there is nothing wrong with it. But, you can use a hose to get it off.
