That's probably their university emergnecy system. Locking the doors to classrooms, staying away from windows, and evacuating the hallways would minimize casualties.
Think about it, if they had the whole university running around chaotically through the halls to get outside, you would be putting many more people in danger.
Then the police and special forces can enter the building and take out the gunmen without harming other students.
As for the emails, it's probably the safest and fastest way to contact the students and teachers. Any other way would be through word of mouth or intercom, both which are slower and much easier to impersonate.
It's horrible though, Columbine all over again.
