Actually, I think that a lot of the hardware couldn't take much more than 2k per world. I think around 2k the servers begin to bog down...it isn't only that there are 2k people in that world but often that those people are located in a close proximity. Say instead of just the East, West banks and the town square of Varrock being crowded you had the whole town filled. Now you have very dense amount of information in one area...and probably a lot of leg (at around 500 to 1000 people in an area it gets very laggy). Also, the previous point of there being not that many squares...especially in free world servers makes a good point. If you have x% of a given worlds squares taken up you probably start to lose reliability at a higher rate (the rate increases as the more squares increase meaning it is exponentially depreciating).
These are my guess why...but I"m sure Jagex has some pretty good reasons if these not it. I can't imagine they would spend more money on servers if they didn't have too.
