One of my accounts had been disabled before cause of an unpaid phone bill :S So the phone company got a charge back from the paybyphone which made my account owing money still. This is whats happen to you. You owe them for the time you had playing on the game which usually ends up to be 2 months, cause the phone company now has gotten their money back from jagex. So now you owe jagex for that.
They wouldnt let me use a CC, they wanted paybycash, and the options there really stunk. I ended up paying for 3 months using paypal. Thats all they want is for you to pay whats owed and you'll be back on. So even if you dont hear from them and have the money to send, start clicking the proper links to do what you would if you were normally going to send in the money. Thats what they are going to tell you. I used paypal and within 1 minute of submitting payment my account was back
They are not disgruntled because you caused a big problem, they just need to cover the loss from the phone company taking a charge back.

As for when it comes to mining.... you are going to hear many different ways to do it, most will tell you thier way is best. What it comes down to is what is best for
YOU. Mining seems to be in my blood cause whenever I make a player i seem to get decent mining on it... My main is Speedstream(combat 123)and she is almost 91 mining, then I have Imanastygirl(combat 88 ) with 99 mining and smithing and mage. Then I have 3 Lvl 3 combat's that can get into the mining guild. I did it all the same way.. on classic i used to drop iron at the old iron circle in Ardougne... Now I go to Yanille mining area.
My goal for my getting 85 mining was so that I could begin smithing. Once I got to 85 mining, I mined in the hero's guild for rune. I had friends smith the rune ores into bars and items and sold items for gp. I did steel plates till i could do mith plates an then I smithed mith plates all the way to 99. With the exception of the free smithing I would post on forums and people would bring thier bars to me. I superheated each ore and hi alced each plate i made. I know your thinking "omg thats a lot of nats!) Yep it was, but with the 85 mining under my belt , I used the gp from the rune items I sold to also buy nats. Back then nats were 500 each
So along with 99 mining and smithing came 99 mage as well. This worked great for me, and my friend bluesteel50 also did it the same way following my advice.
Just remember nobody can tell what way is right for you. If you have the patients just stick to it. I tell people "If you want it bad enough, you just do it!" Whining about how boring it is wont get anyone there any faster.
The quickest = whatever suits you... cause either way,it takes patients and time.
