Scythes and bunny hoods don't have to take up bank space. I dropped my scythe and I can get another one from the clothes shop in Varrock for free. I haven't tried the bunny hood, though, but I have reason to believe it would work too.
Anyways, if Jagex did make them tradable, then they would be sold for unfair prices, and once sold, all the player would have to do is spend 500 gold on a varrock teleport and instantly get another to sell once again. I don't approve very much on the idea of gaining profit on selling something that many others don't have for a ridiculously high price and taking advantage of it.
What I think should happen is the Jagex Team replaces all party hats and masks any character has for a certificate entitling them for a hundred million or so gold to conpensate for the party hat or whatever (certificates will be untradable, of course), and have the fancy dress shop owner begin to sell pumpkins, masks, party hats, etc for ANYONE to buy at a good low price. That way, everyone can enjoy being able to wear a holiday item and enjoy the holiday the same way anyone else can.
Anyways, that's my thought on the situation. I've suggested it multiple times in the suggestions forum, but they always got continuously bumped off the front page with 'Give everyone a million gold coins's and 'Make it night's.
And for future reference, I also like how the Jagex Team does holiday items now, except I think anyone would prefer wearables instead of things like the zombie head and yo-yo.

they shouldnt make them tradeable...in oreder to get these you have to play the mini games inculded with it. It made un tradeable so you work your way to having it and not just sit down and buy it. Plus jagex made the phats tradeable thinking its cool but when they saw people selling at ridiculous prices they decided to stabilize the economy a bit by not making more things like that. and when phats came out nobody thought they would be worht alot...now that noobs see the high prices they are aware that stuff will get higher so no jagex will not make them tradeable!
