I'd like to remind you all that it's a pretty easy thing to do but some people just don't have the deductive techniques others might *cough*. P.S. I'm not going to add pictures for each step as it will be totally useless after January 3 (that's when everything but rewards disappear).
Since I'm just a lazy and willing to part with glory, I'll be using pictures taken by other people without their permission because I don't feel like waiting that long. If you object to the pictures being here, please post and I'll remove them but you will be getting full credit for getting the pictures (*cough* artemis 260 */end cough*).
STARTING: Diango in Draynor Village; Talk to him
WORKSHOP:
Go north of Diango until the dungeon but don't go in. There should be a cart with hay and a diagonally placed house just north of it. Go into the diagonal house and down the ladder.
Step 1: This is the first level which I now dub "The Bauble Place". On one end of the room is an area to paint baubles and the other end has the baubles. To get all the hats and scarves, you need exactly 8 boxes of baubles or 40 baubles in total. Go get the unpainted baubles (25 this inventory).
Step 2: For each box you need to fill, you need 5 different coloured baubles. So, color 5 baubles of red, 5 of pink, 5 of blue, 5 of green and 5 of yellow. Once that's done, go to ROSIE who is located right by the stairs through which you came. Ask her for boxes to put the baubles in. Click one bauble of each color and put it in the box (click bauble then box).
Step 3: Repeat Step 1 & 2 until you get 8 boxes full. Give them all to Rosie and she'll tell you that Diango has a reward for you. However, you still need 5 more boxes of baubles if you want to decorate the Varrock Christmas Tree (more on that later). So get 5 more boxes of baubles.
Rewards so far: If you talk to Diango now, you should get the 4 types of scarves: Wooly, Jesters, "Candy Cane", and "Tan". I suggest getting them all at the end. Pictures are at the bottom.
Step 4: Go down another level through the stairs. You will now need to put together puppets (yay!!!). You need to start with the torsoes so get like 6 torsoes of each color (red, blue, and green). Next, put heads on them which are located on the other side of the room. You just need to single click the boxes to do so. Once all of them are headed, arm them (heh, bad pun). After the arms, stick on some legs. Both arms and legs are also in the boxes in that area (now its idiot-proof). Once the puppets are complete (in a sense), go to one of the pixies. Click on the puppet and then click on the pixie. They will go googly and string them all for you.
Step 5: Go back upstairs to Rosie and ask for puppet boxes (called marionettes if memory serves me). Stick to of each color into them. You'll need to get 8 boxes full so do another inventory and then another. DON'T DO MORE THAN 8, as this is a waste of time. Once you have all 8, teleport to Falador or walk there.
Step 6: Deliver all the boxes to the mysterious person near the Taverly gate. Follow the path north out of Falador and take the North-West fork by the statue. You should be by DORIC'S ANVIL. Talk to the guy and he'll take all 8 boxes.
Step 7: Teleport to Varrock (or walk there). Place all 5 boxes of baubles on the tree (click box then tree). You should get a cut scene after the 5th one and then you can get the presents. (thanks to Haitovich for pointing out you don't need a spade)
Step 8: Get your hats and scarves from Diango. You should get all of them. You're done. Check the rewards section for more detail.

If you lose any of the hats or scarves or you destroy them or anything like that, you can get more from Diango.
If you don't like the color of your puppet or lost, destroyed, etc. your puppet, go to the house which had the pixie's working. The cart there has more puppets (you have to destroy the one you have currently to get another).

You get the blue ones first, then the green ones, then the white ones, then the tan ones. You get the puppet from the tree.
