I've thought about possibly working on Let's Play videos, but not sure where to start or what programs to use. Is Fraps the best way to go (even though it's $37) or is there a good/better recording program out there to use?

Fraps records uncompressed video, so you don't get any slowdown as you're playing. You can set the FPS to record at, dimensions, and even have it record at 1/2 the resolution so you save on filesize. For Windows, it's probably your best bet.
