With my terrible knowledge of computers, I'll see what I can suggest.
About Win7: Mostly there are just some neat features on there you should take advantage of. There is the drag-and-snap feature which saves some time clicking maximizing but also comparing two windows at once. In the very bottom right is the show desktop button which is also helpful. The task bar is pretty simple with the icons and is a great place to put shortcuts for programs you will use all the time like a browser or iTunes of w/e. Other than those little features, there's not much else I use on Win7 that is very notable. I'd try to find or check out all the features and see what you like best. Good OS on the whole imo.
About Programs: Mostly I'll defer to what Pfk said since he mostly nailed it. Firefox is great for browsing, iTunes good for music and other stuff, a good antivirus like Malwarebytes or MSE (Microsoft Security Essentials) or w/e, Steam of course, and w/e else you feel like. That's mostly just preference and what stuff you will need to use.
About Steam or CDs: In my experience, I do both, but usually I only use Steam for cheaper games, at least when purchasing. I usually buy games in physical form on CDs which can be a hassle, but I find it worth it. Sadly, once you get a game on Steam, you cannot transfer it between accounts, so if you ever lost your account or w/e, it be a pain to get the game(s) you bought on that account. CDs are just dependable on keys and the condition of the CDs themselves. Take care of your CDs and you shouldn't have a problem. In the end, it's personal preference again. I think either way is fine. Steam is definitely more convenient since all you have to do is download the game wherever you are and you have it. Granted, the only possible bad thing about it is if Steam ever disappeared along with all your games. I doubt that will ever happen, but the possibility is there.
Sidenote: Steam also has great deals on games from time to time if that's of any worth to you.
Nothing else to say really. Again, it's called a PC for a reason. It's your personal computer so just do whatever you think it better or pick whichever programs you will use and find useful. Just take your time personalizing your computer. It won't take you that long, but put some time into checking out the programs. Good luck with setup.
